As you are aware the signature of

the International Opium Convention of

January 23rd 1912 by His Majesty's

Plenipotentiaries was accompanied by a

(declaration, the latter part of which

reserved to His Majesty's Government the

right of signing or of separately de-

nouncing the Convention in the name of

any of His Majest. 's Dominions, Colonies

Dependencies or Protectorates other than

those previously specified in the de-

claration.

In accordance with this stipu-

lation you are authorized to sign the

Convention on behalf of the British

Dominions, Colonies evc. hereunder

mentioned, and I request that you will

communicate with the Netherlands
